Since you have already uninstall the app, try reinstalling the app and check. It is a setting within Facebook. I know its been half a year since this post started, but what I wonder is, if there is supposed to be no application that is on in Windows 10 for Facebook, and you are getting alerts from them when new notifications appear on your Facebook page, then how is Facebook accessing your computer to give you a notification in the first place being there is no application present for Facebook that is?
If they are doing that, are they monitoring your web habits all the time? Is windows 10 calendar giving them access? Somehow they activate the action of popping a notification up on your screen even though you do not have Facebook open, or have a Facebook application even on your computer with knowledge of it being there.
