Got this problem on our youngsters PC win7 , it appears to be a firewall issue Shift access works fine on my PC Vista though. Try unlinking and then relink your steam account to the shift account on the shift. I think I have managed to find a solution to this problem. It was indeed a firewall-issue. I have configured my firewall to ask me whenever an application attempts to access the internet. For some reason it did not recognise Borderlands' attempt and just did not ask me if I would allow it.

But it works fine in BL2. Here is what I did to get it fixed. I powered down my PS4 completely not rest mode. Then, I unplugged my router for a minute. I plugged my router back in and waiting until it was connected. I powered on my PS4 and went to the Pre-Sequel; the authentication with Shift went through, bringing up a license agreement. The code worked, then. Problem fixed, then it happens again. The functionality worked for a little over a half an hour. At the main city. Regardless of how you were able to get it to work this still needs to be fixed… to do that it needs to be patched.
